Why can the lawmaking process be so time-consuming?

    It is majority wins. When making a law you need to make everyone or 80% ish of the people happy. When the law is biased people are going to reject it and thus making it was a waste of time or people can ignore the law and have distrust in the government. So the law has to make people happy.
