    One effect of the Immigration Act of 1965 on Latin Americans was that it made it easier for them to enter the United States. This act is also known as the Hart-Celler Act. Basically the act abolished the quota system that was set or established in the immigration policy before. The act's goals were to allow people to be reunited with their immigrant families and to encourage the employment of skilled laborers to the United States.
