    I believe the answer is:B. citizens have basic rights that government must safeguard, people cannot be forced to testify against themselves

    The basic rights that given by the constitution to its citizens prevent the Government from violating the things that should be had by humans in order to make our life valuable.

    Example of basic rights: The right to live, the right to be free from torture and degradation, etc.
