Seeking to develop a single, unified, national culture is a difficult goal depending on the make up of a given society. In a homogenous society relative to culture and ethnicity it is easier to create a unified national culture based upon the conditions that exist. However, seeking to create a unified national culture unless is it is very inclusive of a diverse range of groups will be a very difficult goal that might not be desirable to begin with.
