    I think the correct answer is option C. The election during 2000 was controversial because Bush lost the popular vote, but won the electoral college with the support of a Supreme Court decision. The Supreme Court stopped the recount in the state of Florida and did an electoral process of voting wherein George Bush was declared as the winner.
