Who were/What was the aggressors of the Rwanda Genocide?

The Rwandan Genocide was ethnic cleansing that was led by Rwanda's Hutu population against its Tutsi population. These groups were two artificially created ethnicities by the Belgian colonial rulers that later sparked genocidal conflict in the country.
