How importan is each level of political party organization to achieving a party's goals?

I think every level of political party is somewhat equally important, as they are each given their own tasks to conduct of follow through to improve the party. although the leaders are most likely to have the most important and hardworking role as he or she has to go through all the levels of thr party to make sure everything is going right.
