The main goal of China's first Five-Year Plan under Mao Zedong was to b) start a cultural revolution. However, it is important to note that this was through social and economic reform which was done in a very step-by-step sort of process. This was more of a guideline however and included detailed economic development guidelines for all its regions and was the general transition of the Chinese market to become a socialist market economy.
