    With tensions building between France and Britain, Adams had to respond in a matter that appeased both Federalists and Republicans. Such as sending diplomats to France to resolve conflicts which became the XYZ Affair, improving the Army and the Navy, dealing with Napoleon so France would stop seizing American ships by compromising to avoid war.
