    C. creating a buffer against western influence. Since developing countries were modernizing, Japan felt it was lagging behind it advancements so it had to be open to change. They didnt want China, Russia, or the U. S. to overtake them so they advanced their military capabilities and won a war against China and Russia called the Indo-japanese wars and the crimean war.
