What did Thomas Jefferson place above the power of government in the declaration of independence

    He put in the rights of man. Based on John Locke’s Social Contract, these rights are life, liberty and the pursuit of happiness. He believed that government had a duty to uphold these rights if it wanted to secure t loyalty and obedience of its citizens.
