    A panel of judges

    A previously decided case can be appealed, which is heard by a panel of judges who makes the final decision on the case. The appeal can either solidify previous decision or overturn it but either way it is final. A panel of judges is used to try and reduce any bias a single judge might have and spread out among many to improve the chances of a just result.
