    Citizen's rights and responsibilities stem from the constitution as they were given to us by our creator according to the constitution. This was a European idea that claimed that we were all equal and stemmed from the enlightenment era. The citizenship can be acquired by anyone as long as they live in the country long and pay taxes and behave like anyone else would behave. These originate from political thinkers such as John Locke who heavily inspired the constitution.
