When Lincoln issued his emancipation proclamation, he knew it did not have enough power to end slavery. Why was he correct.

It would not have any power in the south because the civil war was still happening. But the North would adopt it before the war since after all this is what the north supported and what they were fighting the war for. not until the end of the war did it have any effect in 1965.

The south already left the north so technically he couldnt control what they did anymore
