What arguments does Jesse Ventura make for reducing the size of government? Why do you think some people might disagree with him?

The only solution that I have seen work is that put together by Jesse Ventura. Raise taxes until there is a balanced budget, then cuts that produce a surplus are rebated to taxpayers. Congressmen would be judged by how big the rebate checks were.
