Why did the patriot act raise civil rights questions?

    The Patriot Act was signed by former US President George Bush wherein it was titled as " Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001." The policy was aimed for counter-terrorism wherein it was a bit controversial because it also covers the sponsors of terrorists.
