    I'm hung on B; Civic duties include paying taxes, obeying laws of the country and actions such as those. Paying taxes, for one, is mandatory and cannot be avoided, so it is expected to be a fullfillment. D is sort of an answer, too, but not serving as a member of the jury is not punishable. As my history teacher once said, "There is always a silver medal answer behind the golden medal."
