What made it easy for people to hold office under the spoils system? Exams to become a civil servant were easy to pass. The civil service reforms strengthened the spoils system. There were few or no specific requirements for office holders. It was applauded when an official was removed from office.

    With the spoil system, the people choosing people in office chose people who were either rich or a good friend of theirs whether they new how to run the job well or not hints the name "spoil". All you had to do to get in was be really really wealthy.
