Back when the Constitution was still being considered for ratification, there were two groups that were for and against ratification. Federalists were the group that favored the new Constitution while Anti-Federalists were those who did not want to ratify the new Constitution. The key reason some people opposed the Constitution was because of a lack of a Bill of Rights that detail the rights that the people possess that cannot be tampered with by the government. The Federalists, recognizing this, decided to amend in a Bill of Rights should the Constitution be ratified. This resolved the problem and the Constitution was ratified by the needed majority.
