What are the common arguments for voter ID laws? Against them?

It can be hard to obtain Photo ID

The largest groups of that have hard times obtaining IDs are minorities

For:

Non citizens can vote if we don't have IDs (Althought it never actually happens; out of 130m ballots, only 4 were illegally cast)
