    The Compromise of 1850 temporarily solved the issue of slavery in the new territories gained in the Mexican Cession. The compromise stated that the territory of California would become a free state and the Utah and New Mexico territories would use popular sovereignty to decide on the issue of slavery. Popular sovereignty is a concept that revolves around the people of that territory voting on whther or not they wanted slavery.
