    The Constitution regulates its own amendment, maintaining in its fifth article the rules for the proposed amendments. They can be proposed by Congress and approved by two-thirds of the two legislative houses. In addition, states may request the insertion of amendments through agreement between two-thirds of state legislators in order to convene a Convention for the proposition. Regardless of how it is requested, three quarters of states must approve it.
