Should the Philippine "Heathens" be civilized by the United States government?

The Philippine "Heathens" should not be civilized by the United States government. The civilized people in the Philippines can do this themselves. They have the resources and the knowledge to try and convert these type of people. They are also closer to them in terms of culture and tradition.
