    The Americans were unprepared for the attack. The answer is B. The Japanese planned the attack in such a way that the Americans did not notice. They could have shot the gas tower but they didn't. If they did it then the Americans would not be able to fuel their navy for two years. They also did not want the smoke to cover the sky.
