Explanation:

In the 10th amendment, the full texts rightly goes as follows; "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people".

The amendment was proposed by the first U. S Congress in 1789 after the constitution of the United States was adopted. Many view this amendment as a condition for the states to adopt the constitution. It was also done to make anti-federalist happy, who were against the formation of a federal government that could seem very strong and powerful.
