    I am not certain but it seems the most likely to me, since at the Boston Tea Party there was no plan for a new government to be implemented, the Bill of Rights was written after the Federalist Papers, and Washington wasn't elected as president until after the Federalist Papers. There was a lot of debate on how to structure the new government, and at first something called the Articles of Confederation were put into place. However, these were far too weak and gave the federal government hardly any power, essentially making America a bunch of independent countries who sometimes collaborated. Therefore, Madison and Hamilton (and many others, but Mads and Ham wrote the Federalist Papers) believed that a stronger document was needed in order for America to function as a nation. The Federalist Papers were a series of essays arguing for the implementation of the Constitution and showing how each facet of it was important for a functioning democracy.
