    Paralell means has same slope

    perpendicular has slopes that multiply to - 1

    the slopes

    for

    ax+by=c, slope is - a/b

    y=mx+b, slope=m

    3x-2y=16, slope=-3/-2=3/2

    y=-2/3x+4, slope=-2/3

    3/2≠-2/3, so not paralell

    try multiplying them

    -6/6=-1

    perpendicular

    they are perpendicular

    3x - 2y = 16

    2y = 3x - 16

    y = 3/2x - 16/3 slope = 3/2

    compare with y = - 2/3x + 4 slope = - 2/3

    answer: perpendicular
