    P (y) = ir^t

    233=231r^ (1999-1991)

    (233/231) ^ (1/8) = r

    p (y) = 231 (233/231) ^ ((y-1991) / 8) so in 2003

    p (2003) = 231 (233/231) ^ ((2003-1991) / 8)

    p (2003) = 231 (233/231) ^ (1.5)

    p (2003) = 234

    So 234 million (to the nearest million people)
