The thousand value is the fourth place left of the decimal. In this number 197768 the decimal is behind the 8 (ones place). We do not see the decimal but it is understood to be there. The fourth place left of the decimal is a 7 (thousand place) and in order to round it we need to look at number directly behind it. If that number is a 5, 6, 7, 8, or 9 the place value we are rounding goes up by 1. In this case a 7 is in the thousand place and the number directly behind is also a 7 so the 7 in the thousand place becomes an 8. All digits to the left of the place value we rounded remains the same and the digits behind the place value we rounded becomes zeros. Therefore 197768 rounded to the nearest thousand would become 198000. If the number behind the place value were a 4, 3, 2, 1, or 0 that place value would stay the same. Digits to left of the place value rounded remains the same and everything to the right of the place value rounded would become zeros.
