The equation of a circle is (x+7) to the second power + (y-13) to the second power=196 .

    Instead of writing " (x+7) to the second power", you can write " (x+7) ^2" which is more efficient.

    The equation given to us is

    (x+7) ^2 + (y-13) ^2 = 196

    which is the same as

    (x - (-7)) ^2 + (y-13) ^2 = 14^2

    and that equation is in the form

    (x-h) ^2 + (y-k) ^2 = r^2

    We can see that

    h = - 7

    k = 13

    r = 14

    This means (h, k) = (-7,13)

    The center is (-7,13)
