If we translated circle B as follows Center (x, y) → (x + 2, y + 7), and dilated the circle by a scale factor of 12, find the area of the new circle.

    Translating a circle doesn't change the area, but dilating does.

    whatever the area of circle B is, the dilated circle has an area 12² times larger, that is, the dilated circle is 144 times the area of circle B.
