So the friends collected 48 and spent 23.99, then they have:

48 - 23.99 = 24.01 ... this is the money they have left for balloons.

and if the balloons cost $ 10 for 12 balloons ...

24.01/10 = 2.4 ... so they are able to buy (2 * 12) = 24 balloons < = = leaving them with $ 4.01 change

The answer is c because 48-23.99=24.01 then 12/10=1.2 and if you divide 24.01 by 1.2 you will get 20.008
