    Here's why:

    When adding a number of a negative and a positive, it is actually similar to subtraction.

    -0.03 + 1.7 is similar to 1.7 - 0.03

    And to solve this, you can add a zero at the end of 1.7 (it does not effect the decimal's value)

    So. 1.70

    1.70 - 0.03 = 1.67
