If a data set has 16 data values, the number of values in the upper quartile is?

    4 because a quartile is really one fourth of the entire amount and if the entire amount is 16, the upper quartile will consist of 4 values. This was arrived at by simply finding 1/4 of 16 or by dividing 16 by 4.
