    4 lbs of tea + 1 lb of spice - > a mixture ($12 per pound)

    1 lb of tea + 4 lbs of spice - > a mixture ($15 per pound)

It means that the price of mixture is greater with more spice.

    Answer:

The cost per pound of the tea is less than the cost per pound of the spice.
