Since 60 dollars is the maximum, the cost (c) has to be equal to or less than 60. Writing that out, we get c≤60. We want to figure out the cost. Since hamburgers are 3$ per pound, if we buy x pounds of hamburgers we pay 3x dollars due to that we add 3 for every hamburger. Similarly, if the amount of hot dogs is y, we have 2y as the cost for the hot dogs. The cost is (cost of hamburgers) + (cost of hot dogs), so c=3x+2y and since c≤60, we plug 3x+2y in for c to get 3x+2y≤60
