This piecewise function is equivalent to:

    f (x) = a.|x|.

The greater the coefficient "a" the narrower is the graph, and

the smaller the coefficient "a" the wider the graph

So if f (x) = |x|, then any coefficient smaller than 1 will widen the graph, like for instance:

    f (x) = 1/4|x|

    f (x) = 0.8|x|

    f (x) = 1/10|x|, etc.
