    Since there are 100 centimeters in every meter, 100cm/1m (or 1m/100cm) therefore equals one, and using the identity property we can multiply numbers by 1. Therefore, we can multiply 10000cm by 1m/100cm to get 100meters, which is 10000cm. As we want to compare 100 and 1000 meters, we can divide them to get 100/1000=1/10 (by dividing both the numerator and denominator by 100) as the ratio from 10000cm=100m and 1000m
