The multiplier for decreasing by 4.25% is 0.9575. To get our answer we times the area by the multiplier to the power of the amount of years:

    3900 x 0.9575¹⁵ (it's to the power of 15 because of the fifteen years) = 2033.042km²

= 2033km² (to the nearest km²)
