How would I evaluate and expression with grouping symbols if it says 7 (13-8)

    If an expression is written like that, you have to use the distributive property of multiplication.

    Multiply 7*13=91

    Then multiply 7 * (-8) = - 56

    Then subtract 91-56, and your answer is 35.
