Is y=0 (x-4) ^2 + 3 is a quadratic funtion

    By definition, A quadratic function is one of the form f (x) = ax 2 + bx + c, where a, b, and c are numbers with a not equal to zero.

    In this case both a and b are 0 so it is not a quadratic function
