No, James Clark Maxwell was a Scottish mathematician who united Electricity and Magnetism into a unified theory of electromagnetism, with the four equations known as Maxwell's equations (guass' law, guass' law for magetism, ampere's law and faraday's law). He was also born almost 100 years after 1734. I don't know who the question is really referencing, the earliest I found photographs being taken is by Niepce in 1822.
