X + 4 > = 1/2 (x - 3)

x + 4 > = 1/2x - 3/2

2x + 8 > = x - 3

2x - x > = - 3 - 8

x > = - 11

so not included would be any number that is less then or equal to - 11 ... such as - 11, - 12, - 13 ... etc
