    12 < 3b reduces to 4
    You have only one variable here (b), so your graph will be one-dimensional (a horizontal line which is the b-axis).

    First place a circle (open circle) at b = - 5, and then draw an arrow to the left from b = - 5. Next, place a circle at b = 4, and then draw an arrow to the right from b = 4. Note that there will be no arrow between b=-5 and b=4.
