    The rule is:

    (a^b) ^c=a^ (b*c)

    In this case:

    (9^3) ^4=9^ (3*4) = 9^12

    and if you wanted it more simplified you could say:

    9^12 = (3^2) ^12=3^ (2*12) = 3^24
