Since they do not specify that the items are equal lets assume that a b c d e f g h i j represent the cost of the items in the 10 gift bags.

    10 x 0.75=7.50

    thus

    (7.50-7.50+a+b+c+d+e+f+g+h+i+j) < or = 50 - 7.50

    a+b+c+d+e+f+g+h+i+j < or = $42.50
