    24 is the correct answer. If you find it easier to follow the rule for finding a whole when given its part (16), and the equivalent fraction (2/3). You divide the part by its fraction ... Meaning 16: 2/3=16/1 x 3/2 = 24 (remember when dividing by fractions, reciprocate (flip) the fraction and change the division sign to a multiplication).
