    I would say he has 3 $5 bills. He has a total of $25. Only $10 and $5 bills. If he has 1 $10 bill and 3 $5 bills, then that will total $25 and 3 times as many $10 the same as 3 x 1 = 3 ... so, 1 ($10) + 3 ($5) = $25
