Since 20.95 is the base value, that's the start of our equation. Next, since it costs 90 cents for each mile, the cost per mile is 0.90*x miles due to that for every mile, it costs 90 cents. We wrote it as 0.90 due to that we're writing it in dollars as 20.95 is in dollars. Adding them up, we get 20.95+0.90x = 270.25 (the total cost). Subtracting 20.95 from both sides, we get 0.9x=240.3 and divide both sides by 0.9 to get 267
