    No, the reverse is not always true, because it isn't always snowing outside when it's cold. However, if it's snowing outside, it must be cold as snow is, essentially, tiny bits of ice.

    False. The condition of snowing has more factors than being cold, but being cold is one factor, therefore when it is snowing, outside is cold is true. But when it is cold, other factors contribute to snowing therefore it is not always true.
